What is "possessory interest" and how is the value derived?

A taxable possessory interest (PI) exists when anyone leases, occupies or has exclusive use of government property (examples: a space on the Cal Expo grounds, a slip at a government-owned marina, or a hangar at Executive Airport.) Since the government doesn't pay property taxes, the users are expected to pay their fair share for community services such as fire and police protection, etc.

The PI value is based on the rent you or your company paid to the governmental agency involved. The PI value is not the same as rent paid for the booth or space at the facility. The bill is based on approximately 1.15% of the PI value.

The PI value is determined by capitalizing (at a comparable rate) the rent paid, less a proportionate share of the owner's expenses, over a typical holding-period of: 2 years for Cal Expo; 4 years for Sacramento Marina; 5 years for Executive Airport; and 5 years for Represa.

For more information, please visit the county assessor's Web site.
